COMMERCE TOWNSHIP SIDEWALK REPAIR PROGRAM
Starting in 2025, Commerce Township will initiate a Sidewalk Repair Program to maintain the community's sidewalk infrastructure, enhance safety, and improve the area's overall appearance and walkability. This program was adopted on June 14, 2022, as a part of the Charter Township of Commerce Code Amendment Ordinance No. 1.057, Sidewalks and Recreational Pathways. The Township has been divided into five (5) sidewalk districts, with one district scheduled for inspection each year from 2025 to 2029.
Each year, inspectors will assess sidewalks within the designated district based on predetermined criteria to identify flags of sidewalks that need repair (see Sidewalk Replacement Criteria link below). Damaged areas will be marked with spray paint for visibility. After the inspections, residents will receive a property sketch detailing defect location(s), the estimated quantity of sidewalk defects, and a repair cost estimate. Residents will have the option to complete the necessary repairs themselves. The overall project will be publicly bid to ensure transparency and competitive pricing.
SIDEWALK REPAIR PROGRAM TIMELINE
Inspect: Inspect and determine the number of sidewalk flags to replace and determine how many properties are affected. This will typically occur in the Spring/Summer of each year.
Bid Project: A quote will be obtained for the sidewalk repairs on a per unit basis and ask for either (a) a multi-year contract or (b) a one-year contract and to hold the price until SAD roll is approved. For 2025, the project will be bid in November
Initial Estimate: Calculate the cost per property based upon the low-bidding contractor’s unit cost.
Send Notice: Send notice to the property owner advising of the preliminary estimate based upon contractor’s unit cost and option to do the work themselves or participate in the Township’s program. Letters with costs will be sent by the end of December 2025.
Intention Resolution & Solicit Bids: 15 days after sending the notices, the Township can pass an Intention Resolution. For the 2025 program, this is planned for January 13, 2026.
Public Hearing Notice of the Establishment Resolution: Send a public hearing notice 15 days prior to the Establishment Resolution meeting.
Establishment Resolution: For the 2025 program, this is planned for February 10, 2026.
Public Hearing Notice of the Roll Resolution: Send a public hearing notice 15 days prior to the Roll Resolution meeting.
Roll Resolution: The Roll Resolution will be presented to the Township Board and the contract will be signed after the meeting. For the 2025 program, this is planned for March 10, 2026.
Repainting: Repaint all designated work areas prior to construction due to paint already fading.
Construction Begins: For the 2025 program, construction is planned to start in May 2026.
Construction Ends: Work will take approximately 2-3 months to complete.
